Development priorities of a state depend on (a) experience and lessons of the the compulsions they impose (b) comparative advantages of the state (c) tasks ahcad in terms of national priorities and regional needs and (d) the fiscal resources in sight. The purpose of this paper is (a) to indicate the development priorities and perspectives of the State of Kerala given her development experience and (b) to examine how her choices are limited by fiscal conditions and resources
