Over the past decade the countries in Central Europe and the Baltic states have made considerable progress in their eco-nomic and democratic reform processes. They have the highest levels of GDP and living standards among the transition countries that extend to the Pacific coast of Russia. The economic reforms have led to dynamic rates of economic growth in most countries with GDP in Poland, Slovenia, the Czech Republic, Slovakia and Hungary reaching pre-transition lev-els in 1999 or 2000.1
